DMARSPA SEPTEMBER 28, 2017, MINUTES
1. President Justine Finley welcomed members and guests to theSeptember 28, 2017,
DMARSPA meeting. Also introduced was our state President Chris Campidilli. Hosts
introduced their guests.
2. The speaker, Jess Roland, from the Iowa Department of Cultural Affairs, was introduced by
Bill Snyder. Jess works with the State Historical Museum with an outreach project involving
Iowa culture. Throughout 2014, the Iowa Dept. of Cultural Affairs traveled the state asking
Iowans about things that should be promoted about our culture. Iowans wanted assistance
in letting people know about the assets in their community. The department developed an
app to find out what we have across the state of Iowa. You’ll find 2, 867 historic sites; 522
history museums; 185 historic schools; 228 historic barns are some examples. Science
and Nature sites - Gull Point State Park. Built by the CCC, it’s the largest state park lodge
in Iowa. Art on the River is along the Mississippi River walk in Dubuque. An history
example is the Frank Phillips Visitor Center in Creston. Located in an old Phillips 66 gas
station, it is named after Frank Phillips, an entrepreneur in Creston who owned all three
Phillips stations in Creston. He struck oil in Oklahoma. In 1996, the gas station was
restored as a visitor center. Through the app, we’re able to tell all kinds of stories no matter
where they are at in the state. There are three different ways to find a place using Iowa
culture app; category, key word, The app is free. Jess challenged people with Iowa trivia
questions, example: where is the only national cemetery in Iowa? Keokuk.

7. The September 28,2017, business meeting was called to order by President Finley.
A. Secretary Minutes - Sherry Wilkinson. Minutes filed as read.
B. Treasurer’s Report - Rosemary Hillman. August checking account balance was
$11,464, deposits - $1102.00, expenses - Baratta’s - $1430; Bill Snyder - $100,
scholarship transfer - $3000. Total expenses -$4,140. Checking account
balance on September 28, 2017, $8,425.60. Scholarship Fund as of August 24,
2017, -$3267; Transfer from Checking - $3000; Student scholarships - $4500.00.
Balance as of September 28, 2017, $1,767.
1. Total assets as of September 28, 2017, $10,192.60.
2. Report will be filed for audit.
C. Audit report - Warren Pitcher: Checking account was reconciled; Three
scholarships this year at $1500 instead of $1000. Should be careful giving
money to organizations on day of presentations. Need to discuss without
person being present. Upon suggestion he be treasurer, he declined saying he
is already treasurer in another education group.
D. Legislative Report - Gary Thelen: IPERS is under attack. Hearing in July that was
not official by a Senator that brought in a private group with negative news.
They wanted to do away with the current plan. The same Senator and group
appeared at the IPERS meeting, making the same comments. The vice chair
said IPERS had enough money to pay benefits for the foreseeable future. Also a
bill in the state legislature that will be debated this year to change the IPERS
pension fund from a defined benefit plan to a defined future plan. A person
would have to be hired to do this, and they would get a commission. Since the
E. Courtesy - Dee: Cards sent to Nancy Moorehead for shoulder surgery; Ann
Driscoll a Thinking of You card; Tina Olson upon her mother’s death; and
Shirley Moore a Thinking of You card upon chemo.
Dee also introduced our callers. Please let callers know if you change your

F. Chris Campidilli - State Convention in October at Waterloo/Cedar Falls. Three tours
scheduled. She thanked DM officers for their work and members for
their faithful membership. If any concerns, please let her know.
G. Old Business:
1. Remember to pick up directories. Any concerns, please email Bill or Joelle
Snyder.
2. Installation will be next month.
H. New Business:
1. State dues must be paid by October.
2. IRSPA state conference will be October 4-5 in Waterloo/Cedar Falls.
I. Cashiers for October 26 are Jody Rains and Margaret Townsend.

be the speaker for the October 26 meeting.
