DMARSPA January 26,2017, MINUTES

1. President Justine Finley welcomed DMARSPA members and guests to the January 26,

2017, meeting.

2. Lt. Dave from the Des Moines Police Department Community Outreach was introduced by

Sharon Cooley. Lt. Larry David has been a police man for 27 years serving in various

departments, including; the Gang Unit, S.W.A.T., DMPD Regional Academy, where he

trained new recruits, Vice and Narcotics supervisor, and is currently assigned to the

Operations Division, where he is the Commander of the DMPD Neighborhood Based Service

Delivery Unit. There has been some negative press about the Police Department; but the

department deals with it. He has 16 officers working in the unit. DM is unique in that we

have 54 neighborhood associations within the city. Many have monthly or quarterly

meetings talking about neighborhood issues; a representative from the police is responsible

for that area, helping with the issues and engaging with the community. Officers also attend

different neighborhood functions, such as; Asian Festival. They work with the Variety Club -

Bike Giveaway, Boxing Club, Central Campus Criminal Justice Class, Coffee With A Cop,

Fuel Up First (East High Monday Breakfast), Junior Police Explorers, Miracle League Game,

Shop With A Cop, Field Trips With Elementary Students, National Night Out, Annual Des

Moines Neighbors Workshop, PAL sports camps, Run With The Police, Safe Summer Kick

Off, Salvation Army sports teams, Second Chance Diversion Program, Community

Ambassador program, a voluntary group that helps the police at different functions. The MY

Cop programs are funded by donations. Officers are working on body cameras for officers

and the cars. Most of the money - $2 million - has been raised through business and

private donations. These are examples of the Community Outreach Programs. They try to

mirror the population.
